Can one get Revit to draw topo lines where they actually are and not triangulate and interpolate topography? What is the use of a topo map from a surveyor if we can't recreate what is actually there?

If your surveyor did the work using a contour interval of two feet, then just make sure that the site settings will display them that way. Revit can show more or less contours than the original source of information provided, but the only way it can do that is to interpolate.

In a sense a topo file from your surveyor is a bit arbitrary isn't it...filling in the bits between...

I changed these settings to the correct settings and very little changed. Any other suggestions?

Topo does need improvement by the developers.

Try placing more spot levels along the surveyors contour lines.
