Is it possible to place spot elevations on reflected ceiling plans to indicate ceiling heights?

Yes it is possible.

If you also click on the edge of the ceiling, you can retract the starting elevation of it (under side of ceiling) as well.

You can also just tag the ceiling with the ceiling tag with a height parameter in it. If you don't want the ceiling type, modify the family and delelte the type.

A word of warning... ceiling tags report the height of the ceiling object with respect to the level it's associated with, not the height above a floor that may be below it.

The tag shouldn't even say AFF in my opinion!
