Moving elevation tags not working like I would expect

I have a bulding with a large footprint that is broken up into 6 quadrants on the drawings sheets. My question is this; is there a way to move an elevation marker in one quadrant without moving the elevation marker in other quadrants?

The elevation marker will move globally in every view.

You may to able to draft up a dummy one and turn the real one off in the view.

Otherwise it could be done with phases, or maybe even design options, though I havn't tried that.

I'm just curious why elevation markers behave like this. I see many more applications where I would need the elevation tag to be in different places from sheet to sheet. Has anyone else needed elevation marker locations to be independent from view to view?
