Wrong. You can change the size of the tick mark but that's about it. Maybe try using the exact menu names specific to that tool bar?

My mistake Davis, it is located under:

Manage (tab)
>Additional Settings (Settings group type commands)
>Arrowheads
>Tick Size (will change the size of your arrowhead by family Type)

Did you see the date in which the question was asked and Scott Davis replied (Feb 2 2004)?
Maybe, just maybe that was where the settings were at the time, I don't know, but could be.

Yes, currently (10 years later) your answer is correct, arrowheads can be modifed or created in the place you mentioned, or the size of the loaded arrowheads (tick marks) can be adjusted in the annotation type dialog as well.
