What you need to do is construct your railing family accordingly.

You will find that the top rail (and further corresponding rails) would have a negative value.

Then just don't forget to set the stairs as the host of the railing...

I'm puzzled too. This seems like an impossible situation to me.

The railing will be attached at its normal spot, but will go down instead of up.
In place of noting your offset for the top rail as 42", you would have to note it as -42".

Wouldn't that cause the railing to follow the stair up instead of stopping a set distance from the floor?

i would do this with a curtain wall and edit profile
if that doesn't look good In Place Modeling is faster then you think and you have maximum control
