How would I create a rough sawn timber with a radius that is above an arched window?

Extrusion. You will need a reference plane on which to place the extrusion. It needs to be parallel with the beam and either at the face of the beam or at the back. You can place the reference plane in a plan view to properly locate it, then give it a name. When doing the extrusion set the workplane and choose the name. Give the extrusion a material for rough sawn cedar. If this is a one off, do it as an in-place family under modeling/create/generic model - solid form extrusion - lines. Otherwise, make a family of it.

You could probably make a sweep too which someone more familiar with sweeps can help.

Use "Create" to make an in place family (component). You will need to create or identify a "working plane" in a plan view and shape the beam in an elevation or sectional view. You can make it an extrusion or sweep depending on its application and connections.
