In REVIT 8.1 it appears they changed / moved the menu item >Settings > Locations and Coordinates __to___ > Tools > Project Position / Orientation. (right near the bottom.) and also placed some of it under > Settings > Manage Place and Locations.
It appears the help menu needs to be updated on this as well which makes it even more confusing.
> Tools > Project Position / Orientation > Relocate this Project...is where you can easily move a project up / down or laterally as you please based on sea level or geodetic spot elevations. You move the project to the correct 3d geodetic elevation. The key is to then change the type property of the Level objects themselves (edit..duplicate) to show Shared or Project elevation base. This would allow an elevation view with a geodetic Level marker (221.22m) and a construction Level marker (100.00m) right beside each other in the same view.
>Tools > Project Position / Orientation > Rotate True North... is used to rotate the project by picking two arced points. The Orientation property of the View itself (right click on a view) must be set to True North to be able to change it. Rotate True North by picking two points. Then you can go back to the view and change the Orientaion property to Project North or True North. Then that angle delta shows up under the menu item > Settings > Manage Place and Locations !
