Is there a way to change the leader text size at the same time as changing the leader size by using the dimscale command or something similar?

Yes
Set up a text style with a hight of 0. In your dimension setup set that text style to be used and set the hight to what you wanted plotted out. Then when you set DIMSCALE the text will be scaled to match.

Thanks I checked all of that and that is the way that I am set up here. Things work for creating new leaders. The text height comes out to the correct dimstyle.
Now if I want to take an existing leader and annotation switch to a new dimstyle should I be able to select that leader and annotation and change the dimstyle and get a new text height?

I've never found that to work.
Leader dims have always been a little different from all other dimension objects.
I generally Scale them to get different heights and arrow sizes.

Another way is to copy the text to the clipboard and then redo the leader.
Quick Steps:
Double click the Text.
CTRL+A (to select all of the text)
CTRL+C (to copy the text)
ESC
ESC
Leader (or Qleader) (steps vary at this point depending on which command you use)
CTRL+V (to paste the text)
The text copied from the clipboard should take on the settings of the MTEXT editor.
It seems like a lot of steps and time consuming, but once you get on a roll, it's really quick.

Changing the dimstyle of a leader (including the text) will only update the leader, not the text. (Agreeing with John B.)
I have found it very annoying to "update" an existing leader to the current dimstyle. Depending on where the justification point is, you can really make it look bad.
Once I make a leader that looks good, I just copy it and move the leader with grips. (Somewhat similar to what Bruce Hargis said.) Forget about the old leader, just make a new one and copy/paste the text from the bad to the good.
