Fill Regions not working in Annotation Tag

I am still trying to create my "door tag". Thought everthing would work fine however I need a "white filled region" to block out specific portions of the tag. I have no idea why it won't work?

Text is always on top of all other Revit graphics. You would need to convert the inches to an integer using a shred parameter and formula....

... I don't have revit in front of me now. But you should be able to take a number parameter and set it equal to Length/1".

You'll of course need to use shared param's for tagging, but the attached gives you the basic idea.
