Blocks scaling when inserted from Tool Palette

Why are my blocks scaling down when I pull them off of Tool Palette? I created a drawing with all my standard blocks then created a new Tool Palette and loaded it with the blocks through Design Center. When I'm in a new drawing and try to bring the blocks in from TP they are way too small. In tool Palette I right clicked on the block and the scale is set to 1. Also, once the small block is in my new drawing, I can use the Insert command to bring the block in again and the size is correct. What am I doing wrong?

I'm not sure why they are scaling down, but we just use the design center to drag and drop blocks, we have all our standard "blocks" stored in one folder, and then the design center is set to home in that folder, it makes life much easier especially when you need to modify a standard block, then you dont have to reinsert it into your tool palette or your block drawing. My boss originally thought this is what you needed to do, but nobody uses the block drawing, everyone uses the block folder.

Did you check the insertion units?
