I'm looking for some way of placing a "warning" on a Revit model file that when the user opens the file they are notified that the drawings have been stamped and issued and any future changes must be noted on the drawings?

Any helpJust my humble opinion, but, for projects that have been completed, I'd turn the folder they were in, into a read-only location, and have it understood company-wide that that is done because the thing has already been issued.

I think you may have better luck in the Revit forums. Have you tried a searching (http://forums.augi.com/search.php?forumid=93) the Revit forums for 'archiving'?

Tonori,
Open a new drafting view and enter in large red text " Warning: Drawings have been stamped and issued and any future changes must be noted on the drawings "
Close all hidden windows and save.
Revit will now open to that view.
Office policy would then need to ensure that users returned to that view and closed all hidden windows when completing revisions to the file and making the final save.
