IS THERE ANYWAY TO DRAW A CIRCLE AND HAVE IT BE FILLED SOLID?

You have to do a filled region, and you have to create a fill type that is a solid fill (one of the choices in the drafting portion of fill patterns). Then choose the color you want the fill to be.
