Revit API

PLEASE, HELP!!!!!!!!!!
Do you guys know how to start a Room Schedule with importing data from Excel through Revit API in a fresh new Revit Project?
Who is the writer of the Revit API? How do we buy it? How do we customized it so that it work between Revit and Excel?
I have found the following Revit API files in my Revit 8.1 program folder:
RevitAPI.tlb
Revit.exe.config
RevitAPI.dll
RevitAPILink.dll
However, I can't open these folders because they are created from the programs that I don't have. Can you guys give a thought about this problem?

You better be a programmer if you want to touch the api otherwise hire someone to do it for you...
