Detail Scale

Is it possible to add a detail Drafing few to a sheet but not have (IT'S) scale factor change the scale label on the sheet?

Just create a family with a scale for each scale you want thats not an actual label thats linked to the scale of the viewpoint. Plain Text

I guess that's the part I don't know how to do. How do I create a new drafting view so the scale isn't linked.

How about editing the title block family and either remove the parameter for scale or make it just text...

I want to be able to have 2 different views on the sheet with 2 different scale factors but have the Title block "Scale" refer to only one of them, Not say "As Indicated" is this possible?

You can just copy the titleblock, modify it to have text instead of a label that says exactly what you want it to say. Then load it into your project(make sure its saved with a diff. name, then swap it out for your old titleblock on the sheets you need to be diff. from the rest.
