Cut and Paste schedule graphics works on every project but one.

I have cut and pasted schedules time and again from my template to
new projects.
Now I have one that will not take the pasting of new schedules.
There are no schedules existing by the same name, I have turned
on all options related to graphics I can find.
Has anyone heard of this before? Suggestions?

As it turns out, the problem I ran into had to do with Worksets.
I could not cut and paste the schedules I wanted into my local workset file.
But opening the Central model file and pasting schedules worked there.
Is that by design? Has anyone else seen this behavior?
