Spline edit

Why sometimes revit does allow to move control point of spline and sometime doesn't. I should make hole in floor with spline, on some level I could move control point of spline to get right shape of contour but on some other level I can't ?

I found. When I put first and end point to close revit doesn't allow to move control point
