Unable to access viewport in sheet

I am unable to toggle between viewports on a sheet. I have a sheet showing piling layout, foundation plan, main floor framing and roof plans. I can toggle between the piling plan and the titleblock however I can not seem to toggle any of the plan views. The "view titles" are the only thing is accessible in these views. Everything was working fine until just recently. Any ideas?

Found my problem - dumb, dumb, ... One viewports limits were obscuring the remaining views.
