Unable to Stretch Section bubble

I can click on the section line and it highlights the line and the section bubble's dot grip. But when I click and hold on the dot grip for the bubble it won't move.

Any Ideas?

Can the object be pinned ? Not sure if that would do it. can you post the file ?

I followed this thread and my issue is identical. Split section line with worksets. Sounds like an OOPS!
