parking and toposurface

when i try to move a parking space close to the edge of a toposurface
it flips on to the z axis or on to its assigned level.
does anyone know why this happens?

This got me thinking... Revit should have a function (or a key) that let you turn off the annoying snapping. Sometimes, I have to zoom in so much to avoid Revit from snapping to it's neighbour...(or use the align tool...)
