split surface and paint. if you need curbs for a rendering, add 'em in photoshop

I was looking for a curb...and hoping for more than a photoshop solution. I guess the consensus is it's not possible yet??

Sure its possible.
There are curb pieces on Rugi that you could use. Its very time consuming and generally not worth doing if you are rendering a large site, as they won't be visible, or else pshop will show them to the same resolution faster and easier.
If you're rendering a segment of a site , then it may be worth it, just for the rendering, not for the other views. Place the curbs on a separate workset in that case.
but do they follow the topographical site contours? I have a sloping site...

Yes they do I made them a long time ago. But basically, I split the surfaces, drop the roadway 6" then you place the curb pieces on the roadway. Start with 8ft lengths and if you have long straight climbs you can use longer. For steep areas you need to make them shorter. They are all "stretchable" except for the corner pieces which are dimensionally driven. Note the corner pieces may "step up" and need to be manually lowered by changing the elevation. They will follow the contour. They have to be completely over the road toposurface to work, if they move over the sidewalk, they will step up on the sidewalk. I only uses these where I need a rendering shot, typically. I also made a curb profile which can be swept along any path. So if you create a 3d path they work in longer segments.

That brings up another issue/wish...the ability to use a toposurface edge as a pick point for a sweep.
