I have a topo file with a few hundred spot elevations. The spots are identified with a block (and are at correct Z). What is the easiest method to create points from these blocks?

A couple of options:
If your point blocks are compatible then you could use the Convert Softdesk Point Blocks command.
Does your block include an Autocad point object at its insertion point? If not you could use Refedit to redefine the block to include a point. Then explode all of the blocks so that you have the point objects at the correct 3D coordinates, and use the Convert Autocad Points command.

Thanks...doing the refedit to convert to points is a great workaround!

In some cases, you can also rename the blocks to POINT, which is the point block name used by Softdesk. I have used this method to successfully rename Eagle Point point blocks so I could use the Convert from Softdesk Points tool.
