Phasing Text?

Hi there

How do you go about phasing text? Want to have text in my new phase of construction and other text in my Existing phase of construction. Yet I am getting the same text in all my phases!

Text is view specific, views have a specific phase so if you put text in a view that text is phase specific. Text will not show up in all views unless you are using model text.
