On -Off Parameters (was MEP Scope Drawings)

I have created equipment with electical & plumbing annotations which can be turned off and on. The problem that I am having is that we are going to have a floor plan with just the dimensions of walls, casework, etc...
then a equipment plan showing equipment & equip. #, and finally scope drawings for MEPs, showing general intent. If I turn off the electrical & plumbing annotations in the equipment plan, then on the scope drawings the annotations do not show up.
Do I create different phases to create the MEP scope drawings? Or am I missing a step in creating of the families?

First though is to have the annotation visibility controlled by the detail level.
ie: Coarse = Not Visible, Medium and Fine = Visible.

Then have each view assigned to either coarse or medium/fine.

An On/Off visibility parameter switch in this case, won't achieve this, as it will be project global for the family and cannot be tied to views or phases.
