I drew an earth pattern around a conc. footing and had it arranaged behind the footing so the the line thickness of the footing would stand out. However, arranging the pattern to the back still covers the actual thickness of the concrete footing. How do I get the line thinckness of the footing to show on top of the pattern?

If you've cut the outline of the hatch around the footing, adjust the hatch linework touching the footing to the lineweight required.

It only works for drafing lines and filled regions, you cant put a filled region "behind" a wall - only another filled region or a detail line..
