This may be a wishlist item, and I figured I'd ask first to see if I'm missing something.

Gridline heads snap into alignment beautifully and I love it!

Section heads on the other hand, I always have to manually align just using a crop box or scope box as a gude. This is tedious and I never get them exact. Is there a way to have them align and lock like gridheads?

The desired behaviour I'm after is to have the annotation heads and tails align and lock just like gridheads. The actual extents of the section I want remain independent of the head/tail locations - i.e., same functionality as is currently there.

This seems like it would be easy functionality to add.

No, I don't think you're missing anything.

One for the wishlist... it would come in handy to snap align section heads, while leaving the extent of the section view independent.

Taking this a little bit further, it would be nice to be able to override what things don't snap to. What I mean is, I like that objects are smart in what they snap to, and you dont' get a bunch of snap points that you don't need. However, there are times when you would like maybe a window tag to line up to a section head, or text with part of the site, or something. I think it would be good to have a snap (maybe called snap full or something) that would allow you to snap to every object available. Any thoughts?
