This has been mentioned in a couple of topics.

Levels and sometimes other elements appear as "greyed out" and are not selectable.
Steve Stafford successfully copied and pasted into a new project to workaround the problem.
This is a bug. The only way to get rid of these temp. levels is to send the file into support and have them fix it (this is what I had to do a while back).
