Is it possible to create a hidden line style for
an annotation symbol that will be visible in plan view.

I can not add a line style to the generic annotation
symbol. I can change the generic annotation
line style in settings - object styles - annotation objects
tab - generic annotations to a hidden line style and
even when I draw the symbol it looks right in the family
creation window, however, when I place the object into
plan view the line looks solid.

yes. However note that when you create a Hidden style in the family and then load it into a project - if that style already exists as is does in the standard template - the project styles will be applied to the family. So set the style in the project.

However, if that style does not exist, it will be created and loaded into the project from the family settings.
