Can't extend layers

Can anyone tell me why I can't extend the layers shown on the attached pdf?
I can do it if I don't attach the stud layers but if I unlock the 3 layers to be extended then I cant attach the base, what am I doing wrong?

That is correct. You can'e do both and attach and an extend at the same time.

So just set your wall on the level you want. (No attach) Use the base offset to move it relative to the level. Then use the extend as needed.

The only time you need to really use attach is if the base of the wall steps or slopes.
