scenes not showing all visible parts

I have been having problems with scenes and views created in layouts from those scenes not showing parts that have been added to the model after the scene has been created. The browser in the scene area shows the part as visible but in the scene itself the part is not visible. I checked and all layers that the part was created on are on.

Make sure your scenes are unlocked. I've also seen parts on layers other than zero cause the problem.
