Blocks created on Layer 0 are inserting on Layer 0. Why?

I've created a block and double checked that I made it on Layer 0. When I insert it, it does not insert on the current layer. Am I doing something wrong? Any help is appreciated.

In other words are you exploding the block when you insert it?

In other words are you exploding the block when you insert it?or wblocking the block while it's on layer 0... etc, etc, etc.....
