The building I've been working on is a tilt-up with brick veneer which means it had to be "modularized" to the nearest 3/8".. --- a very time consuming task. The structural engineer has determined that some of the wall thicknesses will have to be changed. My question is how do I change the wall type without changing the exterior dimensions. I need to to hold the perimeter as it is and for that matter is the best way to Lock just the exterior walls so they cannot be accidentally modified.

Select the walls and make sure in Properties that their Location Line is set to Exterior face.

As for locking the walls, just use the pin tool (the little thumb tack on your edit toolbar). This doesn't guarantee they won't be changed but it can't be done by accident.
I recall someone else suggesting that objects you want 'locked' can be placed on a workset that remains perpetually signed out so nobody else has access to it.

That would be nice if it worked. On Friday, I redefined my exterior walls to add footings and horizontal material transistions, AFTER verifying that all the loc lines were Exterior Face of Core. This morning, I found that all my exterior walls had moved 3-1/8" or 4-3/16" depending on the wall construction, and I've wasted most of my day fixing it.
Am I missing something simple, or is this a huge bug in the software? What's the point of defining a loc line if it doesn't hold position?
I'm trying hard to convince the boss and the rest of the office that it wasn't a mistake to dump ADT, and Revit seems to be twarting that effort at every turn.

The location line is only half the story. If you set the location as Exterior Face of Core then redefine what elements in the wall assembly are located within the core the wall will move accordingly. Scott suggested that you define the location as Exterior Face.
eg your core is studs and the exterior finish is 1/2" plywood, stucco etc. If you redefine the wall and now have the 1/2" plywood included in the core the walls will 'appear' to move 1/2". The location line has not changed but what defines the core has.
Clear as mud?
