Display Order of text and lines

I searched on this and it seems this has been an issue in the past but I haven't found any updates on whether there was anything done about it yet.

Is there anyway to control either the display order of objects (text versus lines) or is there a way to shrink the whitespace that surrounds a piece of text so it doesn't overlap surrounding graphics.

If you select the properties of the text, you will see that you can make it opaque or transparent.

If transparent you will see the lines and vice versa
