if you select the railing in a plan view and click edit. You can then draw a line segment to extend the handrail.

Make sure the horizontal extension of the railing is a distinct line segment in your sketch; otherwise Revit may just extend it at the stair angle, or it may make your whole railing horizontal if it loses the stair as its host.
