level annotations

I just started using 8.1 and I have noticed some strange things with the level annotations. The labels and level lines show up on the elevations views just fine, but on some of the section views they are missing. On one section view none of the levels are displayed (levels are turned on). I am pretty sure they are not hidden annotations in view because I can not highlight them with the curser. Does this have anything to do with the 3D and 2D settings that appear as part of the level? Any iseads of what may be going on?

If the section cut and its extents do not intersect the level lines, the level lines will not be visible.

Right click the levels and choose maximize 3D extents.
