Spot Elevation Tag Problem

On attached section image suspended A/T ceiling level inside Vault is placed at 8'-0", outside Vault at 9'-6", and spot elevation tags show correct values. However, RCP plan tags show light fixture height correctly but A/T ceiling in in which it is placed at 9'-2", which is top of the Vault roof (created as a floor slab). Tag value for ceiling outside Vault is increased by 2 1/4", which is overall thickness of suspended ceiling.
