I couldn't find anything in the tutorials covering the Split Surface tool for topography. When would one want to use that instead of using subregions?

Split Surface tool should be used if you plan to re-grade part of Toposurface (which would use phases). If you need to 'paint' part of Toposurface differently use Subregions.

But that would really be for grading that occurs at various times throughout multiple phases, correct? If there's only one New Construction phase, then I should just used Graded Region for whatever grading I need to do, right?

Spliting the surface will cause performance issues on large sites, so becareful when you use it. Bacause it has to add edge points.
The split surface tool is very helpfule if you want irregular shaped topograpy. You start with a rectangle, then can cut off areas as needed with split surface. it used to be the only way to change materials on topos, so now with the subregion, I don't split the surf. very often.
