Has anyone actually done this? I've "seen" that option foy almost two years and have never really paused to think about it. Well I have now, and I'm confused!

Yes, only for single, one of a kind windows or doors that need to be built in place. For example a curved window or wavy shaped window in a canted wall. Just like all inplace families they are used when its not possible or not ideal to create the item as a stand alone family.

Better having it rather than saying, wish I could do an in-place family that could be scheduled like a door or window when needed.

I have but it was highly specific and needed alot from the project in order to do it correctly. I wouldn't suggest creating them though simply becuase they make your projects larger than what they need to be.

I also do not like the phrase 'Create in place' it can cause some (albeit brief) confusion for new users. Name it something like Create Custom or Create 'One-off' or something or even better remove it from the option bar for the wall command and put it in the modelling tools.

just my 2p.
