Is there a way to increase the number of line segments to annotation arrows

No I don't think so. Its hardwired.

What are you looking for? More than one segment in a leader?

Yes I am actually looking for say 3 or for segments

can't say I can think of a way to do that without just creating an annotation family with nothing in it, add a leader to it, then place your other annotation near it with a leader without and arrow head and connect the two.

I think the leader simply needs to be something along the lines of the way a level can be pulled up to offset from the text on another level so you would have horizontal angle horizontal.

I can see good uses for this in certain drawings.
