I have a floor that uses an 8" tile model fill pattern that works just fine
I used the same 8" fill on a filled region and it is rotated , why would this be? also is there a way to rotate a fill pattern mannually like you can move the patern manually?

Depends whether the pettern is drafting or model - draughting fill patterns cannot rotate.
If its drafting, you can change it to model -
- open it in notepad
- change the description of the fill pattern to ;%type=model .

To rotate a surface pattern, select a line within the pattern, then select ROTATE from the toolbar and enter the desired angle in the options bar.
