colour fill schemes

I have one colour fill legend scheme for a two storey building and everything was fine til I decided to change the colours. It shows correctly on the area plan and legend on one floor, but on the other floor, the area plan still retains the old colours. I've gone into both drawings and updated the colour legend a few times and I just can't get the two floor plans to have the same colours.

There is no "ghost" scheme that I can see floating somewhere in the file.

any suggestions?

Infrequently, I'll have some strange color fill behavior. If I close the file and reopen it, they have cleared up. For me, it was some type of graphics issue and the underlying file was correct.
