My main problem is that I would like to use the layer manager, but every time I go to restore a saved layer state, I get the error message that each layer (from an xref file) is not defined. I believe that the problem is that the status for my xrefs is always “Needs reloading,” even immediately after I reload them. I figured that this was because I now have 2006 and the xrefs were probably created in an older version, originally. So I went and 'saved as…' the xrefs while in 2006 and this did help, until the next time I opened my drawing. (At which time I noticed that the newest file type that you can 'save as' is 2004 anyway.)
Have you installed the Service Pack 1? -> AutoCAD 2006 Service Pack 1 Released

And it's that easy. The layer manager seems to be working fine now. Thanks
P.S. I still have the "Needs reloading" status for my xrefs, but no adverse effects b/c of this so far (at least that I can tell).
There are some other threads on here regarding the "XREF Needs Reloading". Have you tried a search (http://forums.augi.com/search.php?)

Unfortunately, none of those suggestions have seemed to help (even deleting the Temporary External Reference File Location).
