Is there an easy way or importing / exporting materials library files? (*.mlib)
Upgrading a project from 6.0 into 6.1, I ended up copying the User.mlib from one directory to another manually so I could keep the materials in place... is this the only way?

yeah, from what I've found this is the only way. Since Revit doesnt perform an "upgrade" and is a new install, any setting that you had in your previous version will have to be copied over. From materials to hotkeys.
I suppose I could be wrong, but from what I have stored in my head, thats all I know.

When you upgrade, make a copy of the Revit.ini file and the Keyboardshortcuts.txt file. After installing, put these files in the Programs>Autodesk Revit *.*>Program file and you'll have of your old settings back.
