meters and milimeters

Hi, I'd like to work in millimeters, but my project is high above sea level, so can I change units in Levels so they display meters?

When creating your annotation tag family, after you select your label, you have the option of editing the format. there you should be able to select the desired units that you want. it sounds like your current settings might be set to use project units.
