What would be the best way to model this condition for a block out in the slab edge.

If it's a large recessed slab area, I would just do that portion as a separate slab element, either set to a lower height, or a different floor type with the thickness defined as needed to make the bottom surface line up with the main slab's bottom surface, and then join geometry.

If it's just small piece, you could do an in-place void to cut the slab.

It is a small void but there will be a lot of them... How can you do this as a family?

You can create a floor hosted family with a void that cuts the floor to a given depth.

I use a similar technique with my elevator to cut the mechanical pit out.
