Is it possible for example, to display a grid line dimension on multiple levels?

You can't display it as such because dimensions and other annotations are view specific. What you can do (in plan only unfortunately) is select all the dimensions in one view, copy to clipboard and then paste aligned to other views. Saves a ton of time. You can speed up the selection process by using a crossing window and then just filitering for your dimensions.

You could create a view that is only grids and dimensions, and use it as an underlay in views, or on a sheet with another view placed directly on top.
Best way is to cut-n-paste dimensions from one level to the next.

Ba careful cutting and pasting dimensions from one floor to another. I have found that the pasted dimensions still reference elements on the level they were pasted from.
For example, on a jail I just completed, the floor plates were nearly identical. Most walls stacked. When I copy pasted dimensions from the first floor to the other floors, everything looked great, AT FIRST. Then, I noticed that as we made subtle floor plan changes to various floors, the dimensions were not moving with the walls and appeared to float in space. It took me a while to realize that the dimensions were still associated with the walls on the first floor.
