Is there a way to bind RVT links within the Revit model so its easier to export or to transmit it to a consultant?

Linked dwgs don't appear in the exported .dwg but Imported .dwgs do get exported, so here's a workaround...
* Use Manage Links to temporarily Import the .dwg links
* Do your Export -> DWG
* Undo back to before the Manage Links Import.

These are Revit file links not DeadCAD (autocad) links.

No, you have to send them the linked RVT files as well.

Don't they go out as xrefs?
You could save them as dwfs.-can you convert a dwf back to dwg?
No, you have to send them the linked RVT files as well. Can't you save the linked files out of a project like a family ?
