If I have to place text on top of a hatched area and I don't want to erase the original hatch, how can I get the hatch to put a boundary around the text?

You could look at...
Express Tools TextMask
or
Core AutoCAD's Text Background Mask
or
...
Have a good one, Mike

or, if your hatch is associative, you could place the text, double-click the hatch, click "Add: select objects" and pick your text.

Look into the WIPEOUT command. Have a WIPEOUT rectangle over the hatch with the text over the WIPEOUT.
