Problem with moving a level

I am working on a large scale project and it is well into CD stage. I need to move a level up by 2". I receive the error message: "Can't create railing" , error cannot be ignored. The level refuses to move.

I also have the same message trying to get rid of a level which is no longer needed.

Any suggestion?

You need to find the railing, copy it to your clip board, then delete it., move the level the re place it
