Is there a ways to save to a .dgn

i have C3D 2007. Any suggestions?

I am looking through the Help file and it tells me to "Click File menu > Export > Vector Files."

but there is not a Vector Files option that i see.

Type in MAPEXPORT. In the dialog box select .dgn from the file type drop down.
