Changing viewport z-order on sheets

I have viewports overlaid on a sheet, and I cannot find any way to control which viewport is in front. Is there a way to change the order?

Jordan,
The only way I know to get it to work the way you want is to place the viewport you want in the background first and then each additional one on top of it. Hope that helps.
